Declaration requirements
First statutory quantity: Declare the first statutory quantity based on the conversion relationship of 1 liter = 1 kilogram for net content, i.e., the volume of the liquid, emulsion, paste, or powder portion.
Second statutory quantity: Declare the second statutory quantity based on the number of independently packaged bottles, jars, tubes, etc.

Declaration requirements
First statutory quantity: Declare the first statutory quantity based on net content, i.e., the weight of the liquid, emulsion, paste, or powder portion. For cosmetics labeled by volume, declare based on the conversion relationship of 1 liter = 1 kilogram.
Second statutory quantityDeclare the second statutory quantity based on the number of pieces or sheets.
Declare the first statutory quantity as 2.5 kilograms.

The criteria for defining high-end decorative and skincare cosmetics are an import dutiable value of 10 yuan/ml (g) or 15 yuan/piece (sheet) and above.
